What makes you think there will be parking in a new multifam building here? This is a long-stalled hotel development site that was just purchased out of bankruptcy, and will need to be rezoned to build multifam, and the rezoning will zero out the parking requirement.
I'm guessing this building went to 11 stories because that was the maximum height possible under local zoning and state density bonus laws, and because it was profitable to do so, despite high construction costs?
And here's an 11-story apartment building proposed for 1523 Harrison Street in downtown Oakland. However, as of the date of this March 30 article, Community HousingWorks just bought the site, so this one is just a concept, not underway.
