If Andy Burnham was serious about cutting the welfare bill, he'd be talking about rent caps, plus a massive expansion in social housing. HB/UC housing element is the 3rd-largest welfare benefit, received across all sectors (eg pensioners, those in work, those unable to work due to incapacity).
