Reminds me of the `3 hops` rule. I used Snowdon as an example - anyone within 3 hops from Snowdon could be surveilled. Snowdon did a Reddit IAMA and hundreds of thousands US citizens interacted with him, thus putting themselves *1-hop* from the most surveilled man of 2014.
