Caradonna: Wanted to make TDMs mandatory in cases of low or no parking. LGA makes that complicated, I've learned. There's still rationale for cash in lieu now to avoid driving up cost of housing. Developers aren't just gonna eat these costs.
Loughton: How were the numbers chosen?
Staff: No hard math. Did a scan of other urban communities, munis in lower mainland as a starting point. Then convo about balancing benefits. Also hoping a balance as a tool on a constrained site but not so attractive to allow "buying ways out."
Hammond: Spits out a hypothetical situation to staff.
Staff: TDMs are a set rate, then you get that set reduction. Once you've adopted your TDM options, you could cash in lieu. Or cash in lieu the whole thing, potentially. That's where the balance comes in.
Hammond: If we reduce this, as per the amendment, it'll be easier for people to not do proper TDMs?
Staff: It starts to get easier, yes. As we reduce cash in lieu amount, it gets more attractive to not do TDMs which may be more costly.
Coleman: As we drop parking restrictions, we create an externality which is parking on the street. BC Transit told us routes have slowed down because of curb usages. I'm concerned about all of this externality as people come in with vehicles. Applicants need latitude about who they want to sell to.
Loughton: This is first reading. We're not adopting anything today. One of the opportunities to make this better may be clearer guidelines around variances. Don't want smaller developers to pay out for having car-free.
Gardiner: Pleased with decisions made by staff after consulting with development industry, like removing parking maximums. What concerns me is beyond the downtown a lot of people won't know what this policy means for them. General public hasn't been brought into this or consulted.
Gardiner: I can't support small scale developments not having sufficient off-street parking. The OCP says we can have 6 storeys without consultation, so residents won't have a say. It's going to cause havoc on the streets. So disappointed that that real consultation hasn't happened block by block.
