Seems to be working just fine, but I also think I figured out why we don’t normally do it in this order. The needles from picking up the stitches are really extra in the way.

There was also a gap at each of the last 2 turns (of course) that I had to take care of by picking up an extra stitch. So the answer is: YES you can do these steps in the wrong order, with only minor inconvenience. I will be doing the second sock in the traditional manner.
