Under the rule, the bond is paid back once the visa expires. Nationals of most of the listed countries only get single-entry B1/B2 visas lasting 3 months, so it's not a huge deal. But for a few of the countries, visas last 10 years, and you can't get the $$$ back earlier — and you get no interest.
