I really mean deterrence wrt Ukraine. Ukraine is not deterred. Russia having nukes was supposed to bring Ukraine to their knees in submission. I agree nuclear weapons play a role in deterrence between nuclear armed states but not so much in asymmetrical warfare like Ukraine is waging.
