Moreover, it really nailed a logical progression of conflict within Nick and Judy's relationship when, theoretically, they could have just rehashed their earlier dynamic or presented no drama between them at all.

Zootopia 2 is more complicated, messy, and lacks the focus of the ultra neat and carefully constructed first film. I'd call it "less good", but it's debatably more rich and interesting given the sheer amount of material it works through.
